Petitions Being Prepared for Incorporating Flat River

It will not now be possible for Flat River to incorporate under the commission form of government as the amendment authorizing cities to first organize under this form was lost in the shuffle in the closing hours of the Legislature. Petitions are now being prepared under the old form and will be circulated immediately. Final arrangements for presenting the petition to the county court and recommending the officers to serve until the next regular municipal election will be made at the meeting of the Progressive Club to be held next Monday night.

After incorporating under the old form it will then be possible to change to the commission form if the voters so desire. When the bill authorizing cities of the third class to adopt the commission form was originally passed it was not contemplated that there was a community in the state of 3000 population or more that was not already enjoying some form of municipal government. By reason of not being incorporated Flat River was not officially on the map and for that reason is debarred from adopting a more progressive form of government until after first becoming organized under the old form.

The incorporation movement is of vital interest to every citizen in Flat River and for that reason the meeting next Monday night should be as largely attended as possible. We are now threatened with an epidemic of small pox, more than 20 cases being already reported. Without incorporation the town is at mercy of a spread of the loathsome disease. If we were incorporated a rigid quarantine could be maintained and we could thereby check the spread of the disease.
